This is the full critical incident report from the LAPD of an officer involved shooting by the Newton Division Gang Enforcement Detail. It contains scenes of graphic violence which may be unsuitable for some viewers.

On On July 2, 2022 two members of the the Newton Division Gang Enforcement Detail attempted to make contact with an individual walking down the road who appeared to be under the influence. The man, 30-year-old Jesus Rodolfo Torres, refused to speak with the officers and continued to walk away from them with his hands in his pockets. Upon the man refusing to speak with the officers, backup was requested to the scene. Multiple officers then arrived and began following Torres until a less lethal 40mm rubber bean bag was deployed to bring Torres to the ground at which point it became apparent that he was armed with a handgun.

The officers then told Torres to drop the gun multiple times. After failing to follow instructions from the officers, Torres raised his handgun. He was then shot by multiple officers.

Paramedics arrived on the scene and transported Torres to a nearby medical facility where he was pronounced dead. A pistol caliber rifle was found in the backpack of the suspect, but no officers were injured.
