It shows German Ju87 Dive-bombers targeting an armored column of Soviet Tanks. Unfortunately, due to the age of this footage, the context has been lost. It's likely that the tanks were on their way to some distant place to engage German ground troops with their infantry support, but they were spotted by the dive-bombers on patrol and summarily destroyed to remove them as a factor.

Fortunately, we all know the end state of this conflict. The Germans lost because they were diabolical and evil, and the rest of the world wouldn't stand for it.
