Ukrainians are seen conducting POW/detainee operations on what appears to be a captured Russian soldier. During POW/ detainee operations, you must search for and secure the individual. In combat, you are unlikely to have metal handcuffs available, so rope or zip ties will do. Additionally, you blindfold said individual since you do not want your prisoner to know his way back to enemy lines if he attempts to escape. This recording is reported to have taken place around Avdiivka, a town just north of the city of Donetsk.
