The "second most powerful army in the world" was recorded in Kherson using a homemade rocket launcher, it's craftsmanship on par with any of the improvised Hell Cannons seen in the Syrian War.

The footage shows a squad of Russian troops wheeling out the launch platform. At not point do any of the soldiers stand behind it with a compass, and there doesn't appear to be any adjustments made to the elevation. Aiming seems to be a "that direction" type of deal, so who knows where the munitions ended up. This crew of artillerymen certainly don't.
