This footage depicts Israeli naval personnel shooting at Hamas terrorists swimming in the water. Although this footage may be making the rounds with Hamas described as "divers," the burning wreckage of their boat can be seen in the background. Further footage can be seen here on Funker530, which includes the Hamas boat being hit.

The "divers" description may be an attempt to legitimize the terrorists as targets per the Geneva Convention, or a simple misconception. Whichever the case may be, these terrorists are technically considered "shipwrecked" under the Convention, and therefore protected. That said, these Israeli sailors seem content to give Hamas the same chances that Hamas gave so many unarmed civilians a few days ago.
