Drone footage released by the Israeli Defense Force shows a pair of Hamas fighters being taken out by a drone strike. The fighter on the left appears to be carrying a rocket propelled grenade, which gives the IDF positive identification on active threat. As a result, a strike was carried out to eliminate the threat.

In order to obtain positive identification, also known as PID, on a military target in these situations, you need to have confirmation of a hostile act or hostile intent. In the world of counter-insurgency operations PID is clearly defined before you set out on any type of operation. While I can't say exactly what it is the IDF considers as a hostile act or hostile intent, it's clear that being possession of an RPG in Gaza is not a great move for your health right now.
