In Russia, it is very clear that training takes precedence over safety. We've seen it hundreds of times in the propaganda they release, specifically in anything that has to deal with their super special Alfa Spetsnaz Operators who like to shoot each other and ruin their body armor fun. They call it "Confidence Training." I suppose there's some merit to it, but honestly it just makes me think everyone in the Russian Military is exactly like the memes you see about them.
